Mali: La France a suspendu son aide au développement
La France cessera d’envoyer de l’aide publique au développement au Mali en raison des liens présumés de ce pays d’Afrique de l’Ouest avec les paramilitaires russes, selon le ministère français des Affaires étrangères.
« Compte tenu de l’attitude du chef de la junte malienne, allié aux mercenaires russes de Wagner, nous avons suspendu notre aide publique au développement au Mali », a indiqué jeudi une source du ministère.
L’annonce intervient trois mois après que la France a annoncé qu’elle mettait fin à son opération anti-djihadiste connue sous le nom d’opération Barkhane.
Le ministère a déclaré qu’il maintiendrait cependant l’aide humanitaire et continuerait à soutenir les organisations de la société civile.
Bien que la junte malienne nie avoir embauché des agents de Wagner – une force paramilitaire liée au président russe Vladimir Poutine – elle a continué à approfondir ses liens avec la Russie, poussant la France hors de l’équation diplomatique.
Après un examen de sa présence en Afrique de l’Ouest, Paris a répondu en nature à la nouvelle junte dirigée par Assimi Goita en retirant ses forces impliquées dans Barkhane, qui aidaient cinq pays du Sahel à combattre les islamistes.
Les relations entre le Mali et la France sont tendues depuis le premier coup d’État militaire au Mali, il y a deux ans.
Les groupes d’aide internationale craignent que ces coupes ne nuisent aux Maliens vulnérables. Les subventions accordées par l’Agence française de financement du développement (AFD) se sont élevées à 470 millions d’euros entre janvier 2013 et septembre 2017, selon le site Internet de l’ambassade de France au Mali.
Cette perte de financement pourrait mettre en danger plus de 35 % des Maliens, soit 7,5 millions de personnes, comme l’ont fait remarquer plusieurs associations caritatives au président français Emmanuel Macron.
« La fin de ce financement mettra fin aux activités essentielles, voire vitales… pour aider les communautés pauvres et vulnérables », ont-ils écrit dans une lettre vue par l’agence de presse française AFP cette semaine.
