Le président russe Vladimir Poutine a ouvert jeudi le sommet Russie-Afrique, organisé à Saint-Pétersbourg (nord-ouest), en promettant de livrer gratuitement, sur fond d’inquiétudes des pays du continent après l’abandon par Moscou de l’accord céréalier avec Kiev.
Isolé sur la scène internationale depuis le lancement de son offensive militaire en Ukraine en 2022, le maître du Kremlin peut toujours compter sur le soutien, ou la neutralité, de nombreux pays africains. Vladimir Poutine accueille en effet ce jeudi ses partenaires africains à Saint-Pétersbourg pour un sommet Russie-Afrique.
Parmi les nuages qu’il faudra dissiper : les inquiétudes des pays du continent après l’abandon par Moscou d’un accord qui permettait l’exportation de millions de tonnes de céréales ukrainiennes. « Nous avons l’intention de développer davantage [la coopération] » avec les pays africains, a assuré M. Poutine dans une lettre d’accueil envoyée aux participants et publiée mercredi sur le site du Kremlin.
Vladimir Poutine annonce dans son discours d’ouverture que « dans les mois à venir », que son pays fournirait à six pays africains 25 000 à 50 000 tonnes de céréales gratuitement et assurerait la livraison sans frais ».
«Dans les mois qui viennent, nous serons en mesure d’assurer des livraisons gratuites de 25 000 à 50 000 tonnes de céréales au Burkina Faso, au Zimbabwe, au Mali, à la Somalie, à la République centrafricaine et à l’Érythrée», a-t-il assuré dans son discours d’ouverture retransmis à la télévision russe.
La Russie a également effacé la dette de la Somalie, qui s’élevait à plus de 690 millions de dollars.
Selon la présidence russe, 49 pays africains participent à cette deuxième édition du sommet Russie-Afrique, après une première en octobre 2019 à Sotchi, sur la mer Noire.
La présidence sud-africaine a indiqué dans un communiqué mercredi que les dirigeants évoqueront avec Vladimir Poutine les mesures destinées à créer « des conditions propices à une voie vers la paix entre la Russie et l’Ukraine ». L’Ukraine, justement, sera évoquée lors du sommet.
« Un déjeuner de travail est prévu entre Vladimir Poutine et un groupe de chefs d’Etat africains sur l’Ukraine vendredi 28 juillet », a indiqué le Kremlin dans un communiqué.
« Plus de 50 séances et tables rondes » sont ainsi prévues en fin de semaine, peut-on lire dans le communiqué, notamment sur des thématiques allant de la coopération économique à l’alimentation, en passant par l’énergie, la sécurité, mais aussi l’éducation et la santé.
