Guerre en Ukraine : pluie de missiles russes sur des villes ukrainiennes. La Russie passe – t- elle aux choses sérieuses ?
Au moins 11 morts et 89 blessés : c’est le dernier bilan des frappes massives russes sur l’Ukraine ce lundi matin.Ces frappes sont condamnées à Kyiv et dans les capitales occidentales.
L’escalade se mesure aussi au travers des tensions avec le Bélarus.
Bilan des bombardements sur les villes ukrainiennes s’élevait ce lundi soir à 11 morts et 89 blessés à travers le pays. Un bilan toujours provisoire.
Selon les autorités ukrainiennes, l’armée russe a tiré lundi 83 missiles, dont environ la moitié ont pu être interceptés.
Des infrastructures énergétiques mais aussi des cibles civiles, dont une aire de jeux pour enfants, ont été atteintes.
Le centre-ville de Kyiv ciblé
Les premières explosions ont eu lieu à Kyiv vers 8h15 heure locale (5h15 GMT).
Le maire de la capitale ukrainienne, Vitali Klitschko, a indiqué sur Telegram que ces explosions se sont produites dans le district de Chevtchenko, une vaste zone du centre de Kyiv qui comprend la vieille ville historique ainsi que plusieurs bureaux gouvernementaux, ainsi que dans celui de Solomyanka.
Vitali Klitschko a également déclaré que « l’alerte aérienne, et donc la menace, continue », demandant ensuite à « tous les habitants de la capitale de rester dans les refuges pendant l’alarme. S’il n’y a pas de besoin urgent, il vaut mieux ne pas aller en ville aujourd’hui ».
Le maire de Kyiv a aussi demandé « aux habitants des banlieues de ne pas aller dans la capitale aujourd’hui ». Il a conclu son message en indiquant que « les rues centrales de Kyiv ont été bloquées par les forces de l’ordre, les services de secours fonctionnent ».
Tout au long de la matinée, Lesia Vasylenko, une députée du Parlement ukrainien a posté de nombreuses vidéos et photos des frappes qui se sont abattues sur Kyiv. Une frappe est tombée non loin d’un pont piéton et cycliste, le « pont de verre » qui se trouve dans le Parc Volodymyrska au centre de la capitale.
Bombardements à Lviv
« L’Ukraine est sous attaque de missiles, nous avons des informations concernant de nombreuses villes de notre pays frappées » avait annoncé un responsable de la présidence, Kyrylo Timochenko.
La ville de Lviv dans l’Ouest de l’Ukraine, largement épargnée par les combats avec l’armée russe, a été aussi bombardée ce lundi matin, a annoncé le gouverneur régional, Maxime Kozitskiï.
« Des frappes sur les infrastructures énergétiques de la région de Lviv ont été enregistrées », a-t-il déclaré sur Telegram, appelant les résidents « à rester dans les abris » face « à la menace de nouvelles attaques ».
Plus tard dans la matinée, le maire de Lviv a, lui indiqué que ces frappes avaient entraîné des coupures d’électricité et d’eau chaude. « Une partie de la ville est désormais sans électricité » et « en raison des coupures de courant (…) il n’y a plus d’eau chaude pour le moment », a ainsi déclaré Andriï Sadoviï sur Facebook.
Réaction des autorités ukrainiennes
Volodymyr Zelenskya déclaré sur Telegram qu’ « ils essaient de nous détruire et de nous effacer de la surface de la terre », en faisant état d’attaques sur Zaporizhzhia, cette nuit, et sur Dnipro et Kyiv, ce matin. le président ukrainien a ajouté que l’état d’alerte aérienne est toujours en cours sur « toute l’Ukraine » car « il y a des missiles qui frappent » et qui font « malheureusement des morts et des blessés ». Le président ukrainien a, lui aussi, enjoint la population à rester dans les abris.
« Poutine est désespéré à cause des défaites sur le champ de bataille, et il utilise le terrorisme des missiles pour essayer de changer le rythme de la guerre en sa faveur », a fustigé le chef de la diplomatie ukrainienne Dmytro Kouleba sur Twitter.
Réactions occidentales
Etats-Unis : Le président américain Joe Biden a « fermement condamné » la pluie de bombardements russes en Ukraine, preuve de la « brutalité absolue » de son homologue russe Vladimir Poutine.
« Ces attaques ont tué et blessé des civils et ont détruit des cibles non militaires », a fustigé le dirigeant démocrate, assurant qu’elles ne feraient que renforcer le soutien américain à l’Ukraine et que les Etats-Unis continueraient « d’imposer un lourd coût à la Russie pour son agression ».
. OTAN : l’Otan condamne les « attaques horribles et aveugles » lancées par la Russie contre des infrastructures civiles en Ukraine et soutiendra le peuple ukrainien « aussi longtemps qu’il le faudra », a affirmé lundi le secrétaire général de l’Alliance Jens Stoltenberg.
. France : les frappes russes qui se sont abattues sur l’Ukraine constituent un « crime de guerre », a dénoncé lundi la ministre française des Affaires étrangères sur son compte Twitter.
. Allemagne : Berlin a annoncé une réunion d’urgence virtuelle ce mardi des dirigeants du G7 et du président ukrainien Volodomyr Zelensky à 14H00 (12H00 GMT).
. Les commentaires de Moscou
En fin de matinée, Le président russe a indiqué lundi que la Russie avait lancé une campagne « massive » de bombardements de l’Ukraine en réplique à l’attaque « terroriste » ukrainienne qui a détruit une partie du pont de Crimée, symbole de l’annexion en 2014 de la péninsule ukrainienne éponyme.
