Le Burkina Faso, miné par des violences djihadistes depuis 2015, vit « la crise la plus négligée au monde » selon un classement annuel publié jeudi par le Conseil norvégien pour les réfugiés (NRC).
L’ONG publie chaque année la liste des dix crises de déplacement de populations les plus « négligées », fondée sur trois critères : le manque de volonté politique de la communauté internationale, de couverture médiatique et de financements humanitaires.
Selon le NRC, le Burkina – en deuxième position du classement l’année dernière –, compte « plus de 14 000 personnes » tuées ces cinq dernières années, « dont la moitié depuis janvier 2022 » et plus de deux millions de déplacés internes.
En 2022, « la violence croissante et le déplacement (des populations) ont laissé près d’un Burkinabè sur quatre dans le besoin d’une assistance humanitaire », ajoute le rapport.
« Seule 42 % de l’aide financière humanitaire demandée a été distribuée en 2022 », précise-t-il.
Le rapport mentionne également les nombreuses attaques de points d’eau par des groupes armés qui ont privé d’eau 830 000 personnes ainsi que la fermeture de 6200 écoles, affectant plus d’un million d’enfants.
« L’instabilité politique ajoute une autre couche à la crise avec deux coups d’État militaires », en 2022, poursuit le NRC.
La République démocratique du Congo est deuxième de ce classement, en raison des « multiples crises » dans l’est du pays notamment.
La Colombie et ses « 60 ans de conflit armé », est troisième devant le Soudan et le Venezuela.
Le Burundi, le Mali, le Cameroun, le Salvador et l’Éthiopie complètent ce top 10.
L’ONG critique également une inégalité de traitement par la communauté internationale de certaines crises comparé au soutien apporté à l’Ukraine.
« Pour chaque dollar collecté par une personne dans le besoin en Ukraine, seulement 25 centimes l’ont été par habitant dans le besoin dans les dix crises les plus négligées au monde », soulève le NRC, qui affirme que « la négligence est un choix », toutefois « réversible ».
