Média/Canal+ : L’UEMOA veut libérer ses pays membres des chaînes de télévision d’une « colonisation » qui ne dit pas son nom
Le Commissaire malienne Madame Fily BOUARE SISSOKO du Département du Développement de l’Entreprise, de l’Energie, des Mines et de l’Economie numérique (DEMEN), intérimaire auprès de l’Union Économique et Monétaire Ouest Africaine, par lettre en date du 15 mars dernier, décide d’engager la procédure formelle de demande de renseignements auprès des différents acteurs du secteur de l’audiovisuel, relative à certaines pratiques morbides auxquelles se livre le groupe CANAL+. Le commissaire chargé de l’intérim compte libérer ses pays membres des chaînes de télévision d’une « colonisation » qui ne dit pas son nom, suite à la saisine de la société TPA Malivision.
Les chaînes de télévision nationales des pays membres de l’UEMOA n’échappent pas à certaines demandent sans limite de CANAL+. Dans sa lettre du 28 janvier 2021, transmis à la commission de l’UEMOA, la société TPA Malivision dénonce, la rupture de fait de son contrat avec la chaîne Nollywood TV, suite au rachat de celle-ci par CANAL+ International ainsi que la violation du principe de l’égalité de traitement des clients dans les relations de ce fournisseur avec elle et son concurrent, CANAL+ Togo.
Suite à cette lettre de dénonciation, la commission se basant sur les dispositions de l’article 18.1 qui stipule que « la commission peut recueillir tous les renseignements nécessaires auprès des gouvernements, des autorités compétentes, des états membres, des entreprises et des associations d’entreprises ainsi que de toutes personnes physiques ou morales (…) sont tenus de fournir les renseignements demandés, dans le cadre d’entreprises, leurs propriétaires ou leurs représentants, et dans le cas de personnes morales, de sociétés ou d’association n’ayant pas la personnalité juridique, les personnes chargées de les représenter selon la loi » compte recevoir certains renseignements concernant leurs activités dans nos pays.
Depuis une dizaine d’années, CANAL+ International a imposé à ces chaînes « des contrats de partenariat » qui tournent à son avantage exclusif. Ces chaînes devant, en effet produire, éditer et transporter à leurs frais leurs images jusqu’aux installations de CANAL+ qui en commercialise le signal à son propre compte sans aucune ristourne pour les chaînes éditrices. CANAL+ pousse le bouchon jusqu’à imposer aux chaînes nationales africaines « partenaires », de diffuser des centaines de ses spots publicitaires en guise de remerciement.
Il faut préciser que ces dernières années, CANAL+ International, profitant de sa toute puissance financière, se livre à un véritable cannibalisme commercial contre ses concurrents, les déstabilisant, les fragilisant pour ensuite les fagociter. Avec la correspondance ci-jointe, adressée au directeur de CANAL+ Togo ainsi qu’à ses collègues de la sous-région leur enjoignant de fournir certains renseignements concernant leurs activités, l’on n’ose croire que l’UEMOA va libérer ses pays membres des chaînes de télévision d’une colonisation qui ne dit pas son nom.
