En séjour officielle depuis vendredi à Lomé pour 48h, le Président du Groupe de la Banque mondiale, David Malpass, a été reçu en audience par le chef de l’Etat togolais Faure Gnassingbé. Les discussions des deux hommes se sont orientées essentiellement sur quelques projets que l’institution de Bretton Woods appuie dans le pays, notamment en matière de sécurité alimentaire, de digital et d’éducation.
Le président du Groupe de la Banque mondiale, David Malpass a été accueilli à son arrivée par la ministre Sandra Ablamba Johnson, Secrétaire générale de la Présidence de la République et Gouverneur pays de la Banque.
Le président togolais et David Malpass qui se sont déjà rencontré à Washington en octobre 2022, ont échangé sur les priorités nationales du Togo, notamment l’éducation, la sécurité alimentaire, la transformation numérique et la résilience des populations dans le contexte sécuritaire actuel.
« Nous continuerons de travailler à maintenir un cadre macroéconomique stable, en dépit du contexte mondial de crises, et à conforter la place du Togo comme une plateforme logistique d’excellence pour la région », a déclaré SEM Faure Essozimna Gnassingbé.
Les deux hommes ont également abordé d’autres sujets figurant dans l’agenda du président du Groupe de la Banque mondiale.
David Malpass quant à lui, confie « avoir discuté de l’environnement mondial difficile et de la nécessité de maintenir la stabilité macroéconomique, du potentiel du Togo en tant que plaque tournante logistique régionale et des moyens de renforcer la résilience face aux risques de sécurité » avec le chef de l’Etat togolais.
Cette visite, la première du Président de la Banque mondiale au Togo, alors que ce dernier se prépare à quitter ses fonctions, est inscrite côté togolais, sous le sceau du renforcement de la coopération mutuelle entre les deux institutions.
Une étape importante de sa présence en terre togolaise sera la réception en présence de la Cheffe du gouvernement Mme Dogbe Tomegah Victoire, de 34 000 tonnes d’engrais, financés par la Banque mondiale pour le Togo dans le cadre du Programme régional pour la résilience des systèmes alimentaires (FSRP). 123.500 tonnes devraient suivre dans les prochaines semaines. Ces quantités importantes permettront de répondre aux besoins des producteurs en termes de disponibilité des engrais et d’améliorer les productions.
Un projet financé dans son ensemble à plus de 90 millions de dollars (plus de 50 milliards de francs CFA), en réponse à l’insécurité alimentaire qui sévit actuellement en Afrique de l’Ouest.
Un autre point fort du séjour de Malpass à Lomé sera sa visite à l’Université de Lomé, plus précisément au Centre d’excellence régional sur les sciences aviaires (CERSA) où il s’entretiendra avec les autorités universitaires, les enseignants, les étudiants et leurs partenaires sur les travaux de recherche en cours, ainsi que sur l’impact de ces recherches sur la filière avicole en Afrique. Un partenariat est également prévu avec l’université américaine de Clark Atlanta, dans le sillage de ces échanges.
L’équipe de la Banque aura également l’occasion de découvrir des actions en cours pour réaliser la transformation digitale du Togo, en se rendant sur le site d’atterrissage du câble sous-marin Equiano de Google (qui a bénéficié en particulier de l’appui de la Société financière internationale (IFC) – la branche du Groupe de la Banque Mondiale qui appuie le développement du secteur privé).
Cette visite intervient également en prélude aux prochaines assemblées de printemps du Groupe de la Banque mondiale et du Fonds Monétaire International, qui se tiendront du 10 au 16 avril 2023 à Washington, DC.
A ce jour, le portefeuille de la Banque mondiale au Togo s’élève à 955 millions de dollars, couvrant 18 projets (nationaux et régionaux), dans des secteurs tels que l’éducation de base, l’enseignement supérieur, l’agriculture, la santé, la protection sociale et l’environnement.
