Forum CIAN : le charmant message de Faure Gnassingbé, suffira-t-il pour attirer les investisseurs ?
La phase 1 du conseil des investisseurs en Afrique (CIAN) s’est déroulée hier 18 mars 2021 en visioconférence. Rendez-vous africain de toutes les opportunités, ce forum a vu la participation de plusieurs hommes d’affaires des plus influents tels que Richard Bielle, le président de CFAO, Sébastien Bazin, président d’ACCOR, Mo Ibrahim, fondateur de Celtel, Alexandre Vilgrain, président du CIAN.
Et pour la circonstance Faure Essozimna Gnassingbe, président du Togo, a délivré un charmant message à l’endroit des investisseurs les invitants à saisir les opportunités que le Togo leurs présente. En voici la teneur : « Avec vous, nous voulons accélérer la marche du Togo vers cet avenir. Nous sommes plus que jamais déterminés à faire du Togo une terre d’accueil, de prospérité et de sécurité pour les investisseurs, en tirant profit de sa position géostratégique, qui ouvre, sur l’espace Cédéao un accès à plus de 350 millions d’habitants, avec un port naturel en eau profonde. Ces atouts, alliés à la paix et la sécurité, à une stabilité politique durable et au capital humain, sont autant d’avantages qui soutiennent notre développement, appuyé par d’ambitieuses réformes et de grands projets d’infrastructures. Le Togo est le pays où il est le plus facile de faire des affaires. L’édition 2020 du Doing Business de la Banque mondiale classe notre pays comme premier réformateur en Afrique et troisième meilleur au monde.
Et en matière de création d’entreprises, le Togo se place au quinzième rang mondial. Malgré la crise sanitaire, notre taux de croissance élevé -5%- est l’illustration la plus récente d’une économie agile, créative et pugnace. Pour consolider ces acquis, de nombreuses réformes juridiques et économiques ont été mis en œuvre au profit des investisseurs. Le Togo jouit désormais de la confiance des bailleurs de fonds et des investisseurs étrangers, raison pour laquelle certains grands groupes internationaux reconnus pour leur dynamisme ont choisi d’investir au Togo, notamment les groupes Bolloré, Eranove, Total, Olam, Canal Plus, Dangote, Hagou Holding, HeidelbergCement, entre autres. J’ai le plaisir d’inviter d’autres investisseurs internationaux à venir explorer les opportunités d’affaires au Togo et participer ainsi à la grande transformation économique, sociale et culturelle de notre pays. Je voudrais réaffirmer avec force notre engagement à avancer vite avec vous, vers une prospérité partagée et durable ».S’il faut évidemment reconnaître le charme et la pertinence de ce message, il faut aussi admettre que les réalités économiques du pays ne sont pas aussi des plus attirants.En effet, le Togo présente des tares, constituants des entraves à l’investissement telles que la corruption, le manque de transparence dans la gestion des finances, la défaillance du système judiciaire etc… Certes, des efforts se font déjà, mais ils sont insignifiants et peu efficaces ; l’affaire « petrole-gate » en est la preuve palpable et d’actualité.Pour l’heure, les investisseurs du CIAN, se préparent pour la deuxième phase du forum qui aura lieu en présentiel, le 1er juillet 2021.
