Dans son dernier rapport, publié en fin juin, le département d’État américain classe le Togo au rang des meilleurs.
Dans l’examen 2021, le département a évalué la transparence fiscale du gouvernement togolais au cours de la période du 1er au 31 décembre 2020.
Sur le site du gouvernement américain on peut lire que le Togo « satisfait aux exigences minimales de transparence fiscale » faisant ainsi partie des 74 meilleurs sur 141 gouvernements évalués.
En effet, cette évaluation a pris en compte » l’accessibilité des informations budgétaires, la lisibilité des procédures de passation de marchés etc… ».
Depuis 2014, le Togo a adopté une loi portant code de transparence dans la gestion des finances publiques. Quatre ans après, il a adopté un budget citoyen.
Ces différentes approches ont permis au pays de rester focalisé sur l’objectif de la « viabilité économique ».
Pour l’exercice 2021, le département d’État américain et l’USAID prévoient de soutenir des projets dont l’objectif est d’améliorer la capacité des gouvernements à élaborer et à exécuter des budgets complets, fiables et transparents, et aussi des projets qui visent à renforcer la capacité des citoyens à défendre des programmes de recettes de l’état.
