Le chef de l’Etat, Faure Essozimna Gnassingbé a présidé ce 03 août 2022, le Conseil des ministres. Au cours de la séance, le Conseil a examiné et adopté trois projets de décret. Le premier fixe les modalités d’application de la loi portant code de la route et le deuxième est consacré à la mission, la composition, l’organisation et le fonctionnement du comité de régulation de l’assurance maladie universelle (AMU). Le troisième projet de décret examiné et adopté, en première lecture, porte sur l’institution de redevances pour services rendus par l’Agence nationale de l’aviation civile (ANAC).
Quatre communications ont meublé les travaux. Les trois premières portent respectivement sur l’écosystème de la cybersécurité du Togo, les conditions et modalités d’occupation privative du domaine public et de gestion du domaine privé de l’Etat ainsi que l’élaboration du document de la politique nationale de protection sociale. La dernière communication est relative à l’organisation au Togo de la 72è session du Comité régional Afrique de l’Organisation mondiale de la santé.
COMMUNIQUE DU CONSEIL DES MINISTRES DU 03 AOÛT 2022
Le conseil des ministres s’est réuni ce mercredi 03 août 2022 sous la présidence de Son Excellence Monsieur Faure Essozimna GNASSINGBE, Président de la République.
Le conseil a examiné trois (03) projets de décret et écouté quatre (04) communications.
I-Au titre des projets de décret,
Le conseil a examiné et adopté le projet de décret fixant les modalités d’application de la loi n° 2013-011 du 7 juin 2013 portant code de la route.
Ce texte s’inscrit dans la dynamique des réformes engagées par le gouvernement dans le secteur des transports, en vue d’améliorer la sécurité des usagers de la route.
Le conseil a ensuite examiné et adopté le projet de décret portant mission, composition, organisation et fonctionnement du comité de régulation de l’assurance maladie universelle (AMU).
Dans le cadre de la mise en œuvre de la feuille de route gouvernementale 2020-2025, plus précisément l’axe 1 relatif au renforcement de l’inclusion et l’harmonie sociales, le gouvernement a adopté la loi instituant l’assurance maladie universelle pour assurer une couverture santé universelle à toutes les couches de la population.
Afin de renforcer le cadre de gouvernance de cette assurance, ce présent projet de décret crée un comité de régulation inclusif dont l’objectif sera de : donner les orientations nécessaires, garantir l’équilibre financier et contribuer à la pérennité du système national d’assurance maladie.
Le conseil a enfin examiné en première lecture le projet de décret portant institution de redevances pour services rendus par l’Agence nationale de l’aviation civile (ANAC).
L’étude de ce texte se poursuivra lors d’un prochain conseil.
II-Au titre des communications,
Le conseil a suivi une présentation sur l’écosystème de la cybersécurité du Togo ; faite par le ministre de l’économie numérique et de la transformation digitale.
La cybersécurité et la lutte contre la cybercriminalité sont des enjeux pris en compte dans les politiques publiques au plus haut niveau dans notre pays.
La présentation a porté sur les objectifs, missions, et activités déjà réalisées par les deux organismes chargés de la gestion de la cybersécurité au Togo, l’Agence Nationale de la Cybersécurité (ANCy) et Cyber Defense Africa (CDA).
En effet, la création de l’ANCy et de son bras opérationnel Cyber Defense Africa permet au Togo d’avoir un cyberespace plus sûr et plus résilient.
Pour maintenir un cyberespace sécurisé, le gouvernement exhorte à une franche collaboration entre les différents acteurs des domaines publics et privés et l’ANCy.
Le conseil a ensuite écouté une communication relative aux conditions et modalités d’occupation privative du domaine public et de gestion du domaine privé de l’Etat ; présentée par le ministre de l’urbanisme, de l’habitat et de la réforme foncière.
Afin de préciser les conditions et modalités d’occupation et de gestion des domaines de l’Etat conformément à la loi relative au code foncier et domanial, il est proposé de fixer les conditions et modalités d’occupation privative du domaine public et de gestion du domaine privé de l’Etat.
La présente communication a permis de présenter au conseil, le cadre et la nécessité de mise en place de cette réglementation qui contribuera à une meilleure maîtrise de la problématique de gestion du patrimoine foncier national et de sa valorisation.
Le conseil a également écouté une communication relative à l’élaboration du document de la politique nationale de protection sociale ; présentée par le ministre délégué auprès du ministre de la santé, de l’hygiène publique et de l’accès universel aux soins, chargé de l’accès universel aux soins.
Afin de renforcer le capital social et humain de notre pays, le gouvernement s’est engagé depuis plusieurs années, à mettre au cœur de ses priorités, l’inclusion et la protection sociale.
Ainsi, plusieurs programmes ont été réalisés dans ce domaine (renforcement de la protection sociale des travailleurs ; institution de l’assurance maladie universelle ; programme de transferts sociaux…) et visent à permettre aux populations de faire face aux différents risques sociaux.
La politique de protection sociale vise à assurer davantage de synergie et de complémentarité des actions et les porter à l’échelle.
Le conseil a enfin écouté une communication relative à l’organisation au Togo de la 72eme session du comité régional Afrique de l’Organisation Mondiale de la Santé, présentée par le ministre de la santé, de l’hygiène publique et de l’accès universel aux soins.
Le Togo a été choisi pour accueillir la 72ème session du comité régional de l’OMS pour l’Afrique qui se tiendra du 22 au 26 août. Cette désignation est une reconnaissance des efforts et avancées réalisés par notre pays, sous le leadership du Chef de l’Etat, dans le domaine de la santé publique.
Le Conseil a salué ce choix et encouragé tous les ministres à s’impliquer activement pour la réussite de cette réunion régionale.
