Communiqué du Conseil des Ministres
Le conseil des ministres s’est réuni ce mercredi 23 février 2022 sous la présidence de Son Excellence Monsieur Faure Essozimna GNASSINGBE, Président de la République. Le conseil a examiné trois (03) projets de décret et écouté une (01) communication.
I. Au titre des projets de décret,
Le conseil a examiné et adopté un projet de décret fixant les modalités de protection des personnes contre les effets des champs électriques, magnétiques et électromagnétiques provenant des rayonnements non ionisants.
Ce projet de décret vise à protéger les populations contre les conséquences dommageables sur la santé des personnes du rayonnement non ionisant pouvant conduire au développement de cancers cutanés.
Son adoption permettra à notre pays de disposer d’un instrument juridique de protection de sa population contre les impacts probables des rayonnements non ionisants, conforme aux exigences et aux standards internationaux en la matière.
Le conseil a ensuite examiné et adopté un projet de décret portant attributions, organisation et fonctionnement du Conseil national du travail
Le présent projet de décret définit les attributions, l’organisation et le fonctionnement du Conseil national du travail, en abrégé « CNT », conformément au code du travail.
Le Conseil national du travail est un organe consultatif tripartite placé auprès du ministre chargé du travail qui a pour attributions
i) d’examiner et de formuler des propositions et avis sur toutes questions touchant le travail, la main-d’œuvre, l’emploi, la formation professionnelle, la sécurité sociale, la sécurité et la santé au travail ainsi que l’amélioration des conditions de travail ;
ii) de promouvoir et de favoriser le principe de coopération tripartite ;
iii) de contribuer à la préservation de la paix sociale et de l’emploi.
Le conseil a ensuite examiné et adopté un projet de décret relatif à la représentativité des syndicats professionnels et à l’exercice du droit de grève en République togolaise.
Ce projet de décret pris en application du code du travail vise à actualiser, clarifier et consolider la règlementation en matière de représentativité des syndicats professionnels et de gestion des conflits collectifs de travail.
Il définit les conditions de constitution et les critères de représentativité des syndicats professionnels ainsi que les conditions d’exercice du droit de grève.
Tout en réaffirmant le principe de la liberté d’exercice du droit de grève, le projet de décret précise les modalités de préavis et de négociations préalables et organise les conditions d’un service minimum obligatoire. Le régime de la réquisition quant aux secteurs essentiels pour la nation est également défini.
Ce texte s’inscrit dans la volonté du gouvernement de promouvoir le dialogue social et la recherche du compromis au sein des entreprises et des secteurs d’activités.
II. Au titre de la communication,
Le conseil a écouté une communication relative aux projets d’investissements agréés aux régimes incitatifs en cours de l’année 2021 (MPI) ; présentée par le ministre de la promotion des investissements.
Du 1er janvier au 31 décembre 2021, la trajectoire en termes d’attraction d’investissements directs étrangers dans notre pays s’est améliorée dans le sillage de l’opérationnalisation progressive de la Plateforme Industrielle d’Adétikopé (PIA)
Ainsi 38 projets ont été approuvés pour un montant total d’investissements prévus de 277 milliards FCFA. 17. La région maritime demeure la zone la plus attractive avec un intérêt en progression pour les régions de l’intérieur du pays.
