Franc CFA: l’économiste Nadim Michel KALIFE répond à Kako Nubukpo à la veille des Etats généraux de l’ECO prévu du 26-28mai 2021

« S’il faut choisir entre le Cedi qui a été dévalué de 750.000% depuis sa création en 1972, et le FCFA qui n’a été dévalué qu’une seule fois, de 50%, en 1994, il n’y a pas à hésiter », déclare le professeur Nadim Kalife.

Pour être très clair, je vais répondre point par point à l’article de mon cher ami Kako Nubukpo.

Il faut d’abord savoir que Kako m’avait demandé d’écrire le chapitre 3 de son livre sur la servitude monétaire. J’y ai donc contribué au niveau de la genèse du FCFA jusqu’à sa dévaluation en 1994. Je n’ai pas voulu aller plus loin pour ne pas entrer en contradiction ouverte avec les autres auteurs ayant pris part à la rédaction de cet ouvrage collectif sur le FCFA, chacun ayant rédigé un chapitre. Il est à noter que la plupart des contributeurs ne sont pas économistes, surtout pas monétaristes, ce qui affaiblit leurs argumentations.

Pour en revenir à cet article de Kako publié dans le journal Le Monde, je commencerai par la question de la souveraineté monétaire des pays indépendants.

Tout simplement pour la confiance des populations en leur propre monnaie! Or, dans les coffres-forts des riches ghanéens, vous trouverez des FCFA ou des dollars, mais pas de Cedi !

La Chine, 2ème grande puissance économique du monde, définit sa propre monnaie en $ US. Et, depuis la création du Yuan chinois, elle veille tout le temps sur son taux de change avec le dollar pour que ses produits industriels d’exportation demeurent compétitifs et puissent envahir le marché mondial. Aussi, au lieu de demander aux USA de garantir la convertibilité du yuan, c’est elle même qui s’en charge avec succès, pour éviter les pressions américaines à réévaluer sa monnaie. Et, pour ceci, cherchant à éviter les pressions des spéculateurs internationaux désireux d’acheter des yuans et donc de faire réévaluer sa monnaie, elle a interdit que sa monnaie puisse se négocier sur le marché monétaire international.

Et c’est justement pour éviter ces spéculations internationales sur le FCFA, pour le protéger dans une parité fixe avec l’Euro (que seuls les chefs d’Etat de la zone FCFA peuvent modifier !!!), que le Trésor français exige que toute transaction sur le FCFA passe par lui, et ce, d’autant plus qu’il est le garant de son change au taux fixe de 1€=655,957 FCFA aujourd’hui.

Mais il faut savoir que ce taux pourrait changer à la demande des chefs d’État des 14 pays membres de la zone FCFA, s’ils le jugent bon pour les besoins de compétitivité de leurs exportations. Mais il se trouve que ces pays n’ont pas encore adopté de stratégie d’exportation de produits industriels, transformés chez eux avant exportation de leurs matières premières! Cela n’a pas changé du temps colonial où la transformation industrielle se faisait en Métropole seulement, du temps que l’on qualifiait de « Pacte colonial ».

Le problème ce n’est pas le Franc CFA…mais la mauvaise gestion des finances publiques.
Pourquoi donc cela n’a pas changé avec les indépendances? C’est une question très politique…qui demande un très long développement qui dépasse la dimension de cet article.

Lisez donc mon petit livre de 120 pages sur « Pourquoi le Togo va si mal* » et vous comprendrez pourquoi l’expérience d’industrialisation, amorcée entre 1975 et 1980, a lamentablement échoué par l’effet des surfacturations et de la mauvaise gestion des finances publiques.

Et, c’est à cause de ces graves pertes économiques, qui se sont répercutées notamment au niveau des réserves de change de la zone FCFA, que le FMI, appelé à leur rescousse, a convaincu les 14 chefs d’État de la zone FCFA réunis à Dakar le 11 janvier 1994, à procéder à la dévaluation de 50% du FCFA, pour l’unique fois de son histoire depuis sa création le 26/12/1945.

S’ils avaient une vision de bâtisseur pour l’industrialisation de leur pays, les chefs d’État auraient depuis longtemps procédé à une dévaluation intelligente dite «compétitive» de leur monnaie commune avec des mesures d’accompagnement, comme l’ont fait les pays devenus émergents aujourd’hui, alors qu’ils étaient qualifiés de «sous-développés» comme les pays africains en 1960.

Mais, nos gouvernements ont préférer se contenter des recettes d’exportation de leurs matières premières en leur état brut, pour des raisons aussi bien d’absence de capacité technique immédiate de transformation industrielle que d’opportunité tactique dont je ne dévoilerai pas ici les dessous pour m’éviter de nouvelles représailles.

D’autre part, je suis tout à fait d’accord avec Kako Nubukpo sur la nécessité de financer les économies de la zone FCFA à des taux faibles. C’est ce qu’avait fait la Corée du sud à sa sortie de la guerre de Corée en 1954. Les investissements servant à industrialiser le pays étaient financés au taux de 2%, tandis que les importations de biens concurrents des produits locaux étaient lourdement surtaxées sinon prohibées. Et la Corée du sud est alors passée de 60 US$ de revenu par tête en 1960, même niveau que le Ghana d’alors, à plus de 30.000 dollars aujourd’hui, alors que le Ghana avoisine 1.000 dollars seulement (le Togo est en dessous de 600).

Quant aux activités génératrices de revenus et d’emplois, que réclame Kako Nubukpo, il faut admettre que cela n’est pas l’affaire de la BCEAO/BEAC, mais relève de la politique économique des gouvernements. Et c’est là que l’on peut apprécier si l’un ou l’autre de ces gouvernements se soucie du bien-être de ses populations.

Malheureusement, je constate avec grande amertume que nos gouvernements ne se soucient pas prioritairement de leurs populations, malgré toutes les aides extérieures fournies par la Banque mondiale et autres bailleurs de fonds et pays amis. Pourquoi ?

Tout simplement, par héritage politique des pratiques déstructurantes de la Françafrique, qui a dominé la politique de tous ces 14 pays de 1962 (date où la France a perdu l’Algérie et, donc, ses sources d’approvisionnement en pétrole à bon marché, nécessaire à la stratégie de grande puissance que le Général de Gaulle venait de lancer) à 1990. Or, le chef de cette grande mafia politique, Jacques Foccart, avait mis en place ou protégé, par la force et la ruse, tout un réseau de chefs d’État aux ordres des intérêts français, tant au service de leurs grandes entreprises coloniales que de la diplomatie française.

Et cela a duré jusqu’à la chute du Mur de Berlin en novembre 1989, symbolisant la chute du communisme soviétique, date à laquelle le pouvoir procommuniste de Mathieu Kerekou au Bénin fut contesté jusqu’à aboutir à la Conférence Nationale Souveraine qui changea la nature du pouvoir en instaurant la démocratie. Et ce mouvement de démocratisation s’empara ensuite de tous les autres pays de la zone Franc , sonnant le glas à la Françafrique avec le fameux Discours de La Baule du président français F. Mitterrand, qui correspondait à la fin de la « guerre froide » qui avait justifié la création de la Françafrique aux yeux du monde anticommuniste.

Gouvernance mafieuse
Depuis lors, les anciennes dictatures demeurées en place ont reposé leur pérennité sur leurs propres moyens de coercition et de gestion publique douteuse pour conserver leur pouvoir, avec l’avantage politique de ne pas subir d’ingérence étrangère dans leurs affaires intérieures, conformément aux principes de souveraineté nationale.

Et c’est donc l’héritage politique de ces 28 ans de Françafrique (1962-1990) qui continue à plomber la gouvernance des 14 pays de la zone FCFA, à la différence des pays anglophones, notamment du Ghana et du Nigeria. C’est là, dans la gouvernance mafieuse héritée de la Françafrique, que se trouve le virus des dérives autoritaires et de mauvaise gouvernance au sein des pays de la zone FCFA : mais, soyons sérieux, cela n’a rien à voir avec le FCFA!!!

Quant au FCFA, comme le dit si bien Kako Nubukpo, il lui faut un dépoussiérage !!!

Qui dit dépoussiérer, dit enlever la poussière sur le meuble sans démonter le meuble, sauf à en ouvrir les tiroirs et en retirer les saletés. Et en cela, je suis tout à fait d’accord avec Kako Nubukpo.

J’avais moi-même, alors que Kako était encore sur les bancs de l’école, réclamé aux cadres de la BCEAO et de la BOAD, de créer une banque spéciale pour les PME parce qu’elles n’arrivaient pas à obtenir des lignes de crédit pour leurs activités auprès de nos banques traditionnelles, habituées au commerce colonial. Je leur avais beau expliqué que ces banques ne veulent pas prendre des risques à cause des défauts de paiement prévisibles, et qu’il fallait donc que la BCEAO assume ces risques en finançant une banque pour les PME dans chaque pays FCFA. Mais, ma proposition fut rejetée parce que ce sacrifice n’était pas de leur ressort.

Quant à nos gouvernements, ils auraient pu industrialiser nos pays en transformant sur place nos matières premières avant exportation, grâce à la manne extraordinaire des recettes d’exportation de nos matières premières entre 1973 et 1979. Mais ils ont préféré faire des « grands travaux » sur-facturés, ce qui a plombé notre développement durant 30 ans avec une dette démesurée qu’il nous était impossible de rembourser jusqu’à leur remise gracieuse à travers l’initiative PPTE entre 2005 et 2010!

Et ce cercle vicieux de l’endettement infernal, nous y sommes encore, faute d’État de droit et de réalisation totale de notre communauté économique CEDEAO, avec sa monnaie commune qui nous imposerait une bonne discipline budgétaire et une gestion rigoureuse de nos finances publiques. Combien de temps faut-il encore attendre ?

Mais voilà, pour y arriver, il nous faut d’abord respecter les règles de l’État de droit dans chacun des 15 pays membres de la CEDEAO. Et nous tournons en rond…

Et comme cela a pour résultat néfaste une politique économique déficiente qui laisse la moitié de nos populations vivre dans la misère, en dessous du seuil de pauvreté, et sans donner un travail décent à la jeunesse de nos pays, alors nos jeunes cherchent à émigrer à l’étranger, parfois au péril de leur vie…

Et ceux qui restent au pays, écœurés par le mauvais souvenir de la Françafrique, qui nous a laissé en héritage cette mauvaise gouvernance, n’ont d’autre choix que de s’en prendre à son auteur principal, la France.

Or, le grand symbole, visible et décrié de toutes parts, datant de l’époque coloniale française est le FCFA ! Et les jeunes se jettent dessus sans vraiment en analyser le bien-fondé de ces attaques répétées aveuglément, et sans discernement ni connaissances économiques et monétaires.

Si seulement, l’on avait pensé à l’appeler » franc africain » au lendemain des indépendances en 1960, comme le « franc belge ou suisse ou comorien » nous n’aurions pas ce mouvement anti FCFA, et la jeunesse aurait cherché et trouvé les vraies raisons de leurs difficultés actuelles.
