COVID-19/Programme Novissi : Qui s’est sucré sur le dos des contribuables togolais ?
Qui a gardé les 779. 529. 750 FCFA du programme ?
Si la pandémie du Covid-19, a mis à genoux tout un pan de l’économie togolaise, elle a cependant permis à certains de se remplir les poches. La preuve en est le rapport final d’audit de la Cour des comptes de la gestion du Fonds de riposte et de solidarité Covid-19 en 2020.
En effet, le document de plus de 83 pages de la Cour des comptes dont nous avons copie, fait état de légèreté de la gestion de ce fonds, pourtant destiné à améliorer les conditions de vie des populations, surtout les plus vulnérables.
Des observations de la Cour des comptes, des rémunérations sans aucune base juridique sont payées aux membres des comités et certains personnels dits d’appui.
” Le montant individuel mensuel des primes allouées aux personnels, tant civil que militaire, varient de 50.000 FCFA à 1.100.000 FCFA sans que l’on sache la base de ces variations ”, indique la Cour.
Pis, le rapport relève que ces allocations ont créé de doubles emplois à certaines personnes, qui avaient déjà des avantages liés à leurs postes.
S’agissant de l’arrêté N°220-O26/PM/CAB du 31 mars 2020 portant réquisition d’hôtels pour faire face à l’épidémie de covid-19, le constat n’est non plus reluisant. Le rapport révèle des vices de procédure dans la réquisition de ces structures d’hébergement au sens de la règlementation en vigueur et des réquisitions irrégulières.
Des marchés partiellement exécutés
Il s’agit des marchés de fourniture, d’installation et de mise en service de caméras thermiques et accessoires aux points d’entrée de Cinkassé, Noépé, Kodjoviakopé, Sanvikondji, Port Autonome de Lomé et Aéroport International Gnassingbé Eyadema (AIGE). Des marchés, qui selon la Cour des comptes ont été totalement payés mais partiellement exécutés.
Le Fonds Novissi, une autre incompréhension
Du rapport de la Cour des comptes, au total 1.048.576 transferts ont été effectués du 08 avril 2020 au 11 mai 2020 alternativement par Tmoney et Flooz pour un montant total de 12. 220. 470. 250 FCFA.
Du rapport, il se dégage un reliquat de 779. 529. 750 FCFA, qui ne sont cependant pas reversés à la caisse de l’Etat.
