La 1ère table ronde des partenaires au développement et des grandes IFD régionales et internationales sur le financement de la Construction de l’Autoroute du Corridor Abidjan-Lagos s’est tenue le mardi 26 septembre 2023, à Abidjan, La Côte d’Ivoire sous les auspices de la Commission de la Communauté économique des États de l’Afrique de l’Ouest (CEDEAO), de la Banque africaine de développement (BAD) et de la Banque pour l’investissement et le développement (de la CEDEAO (BIDC).
L’ouverture solennelle de la table ronde a eu lieu, avec un discours prononcé par M. Stéphane Ezoa, Directeur adjoint du Cabinet, au nom du ministre de l’Équipement et de l’entretien des routes pour la Côte d’Ivoire, M. Amédé Koffi Kouakou qui a souligné que les autorités de son pays attachent une grande importance à cette autoroute et s’engagent à travailler avec les autres pays du corridor et la CEDEAO pour concrétiser cette grande vision des cinq Présidents.
Cet important projet évalué à 15,1 milliards de Dollars US, conforme à la Vision 2050 de la CEDEAO et aux objectifs stratégiques 4 x 4 de la Direction de la Commission de la CEDEAO, est une autoroute supranationale de 1028 km qui constitue une partie importante du réseau routier transafricain qui reliera les capitales économiques de cinq pays d’Afrique de l’Ouest, à savoir la Côte d’Ivoire, Ghana, Togo, Bénin et Nigeria.
M. Sediko DOUKA, Commissaire chargé des infrastructures, de l’énergie et de la numérisation de la Commission de la CEDEAO, qui dirige la délégation de la CEDEAO, composée de M. Mambury NJIE, Conseiller pour l’intégration économique et financière auprès du Président de la Commission de la CEDEAO et de M. Chris APPIAH, Le Directeur par intérim des Transports de la CEDEAO, a déclaré dans son discours que le Projet de corridor routier Abidjan-Lagos est mis en œuvre non seulement comme un projet routier mais comme un « corridor de développement » intégré qui catalysera également le déploiement d’autres secteurs importants tels que l’industrie, l’Agriculture, l’Energie, l’Environnement, les TIC, le Tourisme, etc… dans la région, devenant ainsi un corridor économique pour stimuler la croissance de la région.
« Pour toutes ces raisons, la Commission de la CEDEAO, La Banque africaine de développement et les États membres situés le long du corridor appellent tous les investisseurs publics et privés à participer à la réalisation de cette noble vision qui transformera durablement le paysage économique de notre région », a déclaré le commissaire DOUKA.
Pour la Banque africaine de développement, M. Joseph Ribeiro, Directeur général adjoint, Afrique de l’Ouest, Banque africaine de développement, représentant Mme Marie-Laure Akin-Olugbade, Vice-présidente, Développement régional, intégration et prestation de services, Banque africaine de développement, dans son discours, a souligné le caractère intégrateur de ce projet, qui aura un impact régional important Il a souligné que le projet sera très important dans la réalisation de la ZLEC, la zone de libre-échange continentale.
Pour M. Mabouba Diagne, Vice-Président Finance et Services aux Entreprises à la Banque d’Investissement et de Développement de la CEDEAO (BIDC), la forte mobilisation des IDF et des Donateurs à cette 1ère table ronde, marque un signal important de l’appétit des investisseurs pour la construction de l’Abidjan-Lagos Highway.
La table ronde a été marquée par une présentation très détaillée du projet routier couvrant les objectifs, les principaux éléments d’investissement, les conclusions des études de faisabilité et de conception préliminaire, d’autres détails techniques et la structure de l’autorité de gestion du corridor, « ALCOMA » Il a pour mandat de construire, de gérer et d’exploiter l’autoroute pour le compte des cinq pays.
