Conflit russo-ukrainien | Médiation africaine : Vladimir Poutine « ouvert » à un dialogue « constructif »
Les représentants de sept pays africains sont arrivés au palais Constantin à Strelna, au sud de Saint-Pétersbourg. Le président russe Vladimir Poutine a rencontré ce 17 juin 2023 la délégation de dirigeants africains pour discuter d’une résolution pacifique du conflit russo-ukrainien.
Le président russe Vladimir Poutine s’est dit «prêt» à un «dialogue constructif avec ceux qui souhaitent la paix», lors la rencontre avec les médiateurs africains, saluant leur «approche équilibrée» face au conflit.
La délégation de médiation africaine a prôné samedi à Saint-Pétersbourg la fin de « la guerre » devant Vladimir Poutine, qui s’est déclaré « ouvert » à un « dialogue constructif », nouvelle initiative diplomatique à laquelle, la veille à Kiev, le président ukrainien Volodymyr Zelensky avait opposé une fin de non-recevoir à la délégation africaine, en dénonçant «une tromperie» de Moscou en pleine contre-offensive de ses forces armées.
Le président sud-africain Cyril Ramaphosa, à la tête d’une délégation de médiation africaine sur le conflit ukrainien, a lancé devant le dirigeant russe Vladimir Poutine que « la guerre » devait se terminer en Ukraine, a-t-il déclaré, lors d’une réunion entre le maître du Kremlin et les médiateurs africains à Saint-Pétersbourg (nord-ouest de la Russie).
«Cette guerre doit prendre fin» a déclaré Ramaphosa «La guerre ne peut pas durer toujours (…). Cette guerre doit prendre fin», a quant a lui déclaré le président sud-africain Ramaphosa. «C’est dans notre intérêt commun que cette guerre finisse», a-t-il ajouté, soulignant que les pays africains étaient «affectés de manière négative» par ce conflit.

Selon Vladimir Poutine, «en Russie, on respecte beaucoup la position des Etats africains en faveur du maintien de la stabilité (…), on soutient leur aspiration à une politique pacifiste».
« Nous saluons une approche équilibrée de nos amis africains envers la crise ukrainienne« , a déclaré Vladimir Poutine, au début de cette rencontre près de Saint-Pétersbourg. « Nous sommes ouverts à un dialogue constructif avec ceux qui souhaitent la paix basée sur les principes de la justice et de la prise en compte des intérêts légitimes des parties« , a-t-il souligné.
Il a ajouté «apprécier» leur intérêt à trouver des voies du règlement du conflit ukrainien, tout en soulignant que «le renforcement exhaustif des liens avec les pays du continent africain est une priorité de la politique étrangère» de Russie.
Le président russe Vladimir Poutine a déclaré aux dirigeants africains que la crise alimentaire mondiale avait été causée par les actions des pays occidentaux, et non par ce que la Russie appelle une « opération militaire spéciale » en Ukraine.
Il a par ailleurs assuré que l’accord sur l’exportation des céréales ukrainiennes par la mer Noire ne contribuait pas à résoudre les problèmes de l’Afrique liés à la hausse des prix des denrées alimentaires dans le monde, puisque seuls 3 % de ces céréales auraient été exportés vers les pays les plus pauvres.
Outre Ramaphosa, la délégation comprend trois autres présidents : Macky Sall (Sénégal), Hakainde Hichilema (Zambie) et Azali Assoumani (Comores), président en exercice de l’Union africaine, ainsi que des représentants congolais, ougandais et égyptien.
