Les arrêtés ne relevant pas des catégories énumérées ci-dessus, sont exemptés du contrôle préalable de la Cellule d’Analyse et peuvent être pris par les ministres sectoriels compétents.
Rattachée à la présidence de la République, la Cellule d’analyse a pour mission de : fournir une aide au contrôle administratif à priori de la légalité des arrêtés initiés par les départements ministériels et les préfectures ; veiller à la cohérence entre les arrêtés ministériels, interministériels, les arrêtés généraux pris par les préfets de département et les politiques, plans, programmes et projets de développement mis en place par le Gouvernement et de contribuer à la circulation de l’information entre la Présidence de la République et les ministères.
