Dans une note adressée aux directeurs régionaux, inspecteurs et chefs d’établissements, le ministre Dodzi Kokoroko annonce les réformes dans le secteur de l’éducation à compter de la prochaine année scolaire.

« L’année scolaire 2022-2023 commence dans un contexte d’accalmie de la pandémie au corona virus mais il existe encore des cas de contaminations dans notre pays. Une telle situation est exacerbée par la crise sécuritaire dans notre pays notamment dans la région des Savanes. Cela requiert de la part de tous les acteurs de l’éducation une prudence et une vigilance accrue, non seulement dans le respect des mesures barrières mais aussi et surtout dans la lutte contre l’extrémisme violent dans notre pays. Au-delà des mesures gouvernementales, de la bravoure de nos forces de défense et de sécurité, nous devons tous redoubler de vigilance dans nos milieux et renforcer la sensibilisation des apprenants
Sur le plan pédagogique, la réforme curriculaire se poursuit au second cycle de l’enseignement secondaire général, après l’étape du premier cycle sanctionnée par l’organisation du BEPC 2022 avec le nouveau format des épreuves. Ainsi, pour cette année scolaire 2022-2023, la mise en œuvre de la reforme curriculaire sera effective dans les classes de secondes avec des nouveaux programmes allégés et actualisés, et l’introduction de l’Approche par les compétences (APC) comme conducteur pédagogique et méthodologique.
La réforme atteindra les classes de premières en 2023-2024 et les classes de terminales en 2024-2025. En attendant, ces deux niveaux continueront avec les programmes et le système d’évaluation en vigueur jusqu’ici dans l’approche par objectifs.
Dans la perspective de la mise en œuvre de cette nouvelle approche pédagogique et des nouveaux programmes dans les classes de secondes, les enseignants du second cycle du secondaire, particulièrement ceux qui auront en charge lesdites classes seront outillés à cette rentrée.
Concernant l’organisation pédagogique dans les classes de secondes, un certain nombre de changements vont y intervenir, notamment, l’enseignement de la philosophie dans les secondes littéraire et scientifique, l’enseignement de la SVT en seconde littéraire. Ces changements s’accompagnent de nouveaux volumes horaires et de coefficients pour la philosophie, la SVT, le français et les mathématiques conformément au tableau ci-joint en annexe.
Concernant l’évaluation des apprentissages dans les classes de secondes, elle sera faite sur la base du nouveau format de l’épreuve introduit au premier cycle, portant sur les ressources et sur les compétences, selon la répartition suivante :
pour toutes les disciplines, à l’exception du français et de la philosophie, l’épreuve d’évaluation est composée à 40% de situations complexes (soit 8 points sur 20), à 30% d’items (questions) objectifs (soit 6 points sur 20) et à 30% d’exercices traditionnels de rédaction (soit 6 points sur 20);
quant au français et à la philosophie, l’épreuve d’évaluation est composée à 60% de situations complexes (soit 12 points sur 20), à 20% d’items (questions) objectifs (soit 4 points sur 20) et à 20% d’exercices traditionnels de rédaction (soit 4 points sur 20).
S’agissant de l’enseignement de l’histoire-géographie dans les classes de terminales, les dispositions antérieures portant sur les programmes d’histoire géographie des classes de terminales restent en vigueur :
– en histoire, les chapitres alternatifs sont supprimés ainsi que les étapes de la deuxième guerre mondiale. Ces contenus sont remplacés par « l’Europe sous domination allemande » et « l’Afrique dans la guerre : efforts de guerre, opérations militaires ».
– en géographie, les chapitres alternatifs, sont « les potentialités économiques des régions du Togo: atouts physiques et humains, activités économiques, les défis et carte de chaque région ».
Quant aux dispositions à prendre en compte pour le premier cycle du secondaire général, les coefficients de mathématiques et de physique-chimie technologie sont portés à 3 au lieu de 2 pour les classes de quatrième et de troisième afin d’établir un équilibre entre les disciplines littéraires et les disciplines scientifiques à ces deux niveaux.
Dans le cadre du renforcement de l’enseignement-apprentissage de l’anglais, suite à l’adhésion du Togo au Commonwealth, le volume horaire de l’anglais passe à 4 heures au lieu de 3, de la sixième en troisième.
J’appelle tous les acteurs de l’enseignement secondaire général à se conformer, pour le compte de l’année scolaire 2022-2023, aux orientations pédagogiques ci dessus formulées relatives aux programmes à mettre en œuvre et aux types d’évaluations dans le cadre de la réforme curriculaire, aux coefficients et volumes horaires à appliquer dans certaines disciplines, conformément au tableau joint en annexe.
