Paul Kagame : « Les coups d’État sont le fruit de la mauvaise gouvernance »
Prochain sommet UE-UA, coup d’état dans la zone CEDEAO , questions sécuritaires, présence du groupe Wagner au Mali, accès aux vaccins… Sur tous ces dossiers chauds, le président rwandais s’est exprimé, en exclusivité dans Jeune Afrique.
À deux semaines d’un sommet entre l’Union européenne et l’Union africaine (les 17 et 18 février à Bruxelles) pour la réussite duquel il s’est beaucoup investi aux côtés d’Emmanuel Macron, de Macky Sall et de Charles Michel, Paul Kagame a répondu aux questions de Jeune Afrique par visioconférence, depuis Kigali.
Pour le numéro 1 rwandais Paul Kagame, la récurrence des coups d’État dans l’espace CEDEAO ces derniers temps est « le fruit de la mauvaise gouvernance ».
« C’est, dans une certaine mesure, le résultat d’une défaillance dans la gouvernance. Ce n’est pas juste la faute des militaires, les civils ont aussi une responsabilité. Certes, le rôle des militaires n’est pas de conduire ce genre d’action, mais on ne peut ignorer que, dans certains cas, les civils commettent, eux aussi, des actes contestables » , a déclaré le Chef de l’État rwandais au micro du magazine Jeune Afrique.
« Si, sous un gouvernement civil, la situation se détériore et que les gens meurent, que les problèmes s’accumulent et qu’en plus les autorités se servent des militaires pour truquer les élections, qui doit-on blâmer lorsque l’armée renverse ces gouvernements ? Je trouve inapproprié de ne critiquer que les militaires et de ne pas blâmer les civils qui les ont utilisés pour se maintenir au pouvoir. J’imagine que c’est à partir de ce genre d’analyse que certains disent qu’il y a des bons et des mauvais coups d’État » , a martelé l’ancien militaire.
Cette déclaration du président Paul Kagame intervient quelques jours après le coup d’état contre le régime de Roch Christian Kaboré au Burkina Faso. Les militaires réunis au sein du MPSR avec à leur tête le Colonel Paul-Henri Sandaogo Damiba, ont mis fin aux fonctions de M. Kaboré.
