Sergueï Lavrov, ministre russe des Affaires étrangères, a annoncé dans un message au 6e Forum mondial des jeunes diplomates à Kazan située dans la République du Tatarstan, en Russie:
«le Kremlin est prêt à interagir avec tous les pays sur les principes d’égalité, de respect mutuel et de non-ingérence dans les affaires intérieures de chacun et d’interagir étroitement avec les autres».
Se référant à la devise de de ce Forum « La diplomatie dans un monde multipolaire », Lavrov s’est exprimé en ces termes : « La formation d’un monde multipolaire est un processus de longue haleine qui doit s’appuyer sur le droit international et prendre en compte la diversité culturelle et civilisationnelle du monde. », en ajoutant :
« La formation d’un monde multipolaire prend du temps. Un tel monde doit être basé sur la loi et l’ordre international. La Russie prête l’oreille à la voix de tous les pays dans le processus décisionnel mondial ».
L’augmentation de la puissance militaire, politique et économique de la Chine, de la Russie, de l’Inde, du Brésil et de certaines autres puissances émergentes en Asie, en Amérique latine et dans d’autres régions du monde a accru la pression sur le système unipolaire basé aux États-Unis. De nombreux pays du monde, dont la Russie, mettent l’accent sur la révision de l’ordre mondial actuel et l’évolution de l’ordre international pour aller vers un monde multipolaire.
Plus tôt mardi, le ministre russe de la Défense Sergueï Choïgou a annoncé que la Russie continuerait à renforcer sa coopération militaire avec les pays de la région Asie-Pacifique.
Soulignant le renforcement de la présence militaire des États occidentaux en Asie, en Afrique et en Amérique latine, avec notamment une consolidation des bases militaires américaines, le ministre russe a déclaré lors de la 11e Conférence de Moscou sur la sécurité internationale : « Nous continuerons à renforcer la coopération militaire avec les pays de la région Asie-Pacifique… avec lesquels nous avons historiquement établi des relations particulièrement privilégiées. »
Cité par Xinhua, M. Choïgou a noté que l’émergence d’un ordre mondial multipolaire, les mécanismes de renforcement de la coopération entre les agences de défense et le rôle de ces agences dans l’évaluation des menaces sécuritaires avaient été régulièrement discutés dans le cadre de la Conférence sur la sécurité.
« L’Occident, craignant un effondrement du monde unipolaire et une confrontation ouverte avec un adversaire militairement fort, provoque des conflits locaux dans le monde entier », a-t-il affirmé.
Il a déclaré que les politiques occidentales visaient à affaiblir la concurrence pour prendre le contrôle total des ressources existantes et empêcher tout renforcement de ceux qui tentent de s’opposer à ce processus.
La 11e Conférence de Moscou sur la sécurité internationale a réuni des experts, des responsables de la défense et des diplomates du monde entier pour discuter de diverses questions de sécurité régionales et mondiales.
