La monnaie commune aux pays de la Cédéao pourrait ne pas voir le jour avant 2025, au mieux. C’est ce qui ressort des débats tenus ce dimanche par les dirigeants de la Cédéao réunis en sommet ordinaire. Les chefs d’État ont décidé de repousser à janvier 2022 la reprise de l’application de leur pacte de convergence, à cause de la pandémie de Covid-19 qui a obligé les pays ouest-africains à accroitre leurs dépenses.
Déjà suspendues pour 2020, les mesures de convergence ont aussi été gelées par les chefs d’État pour l’ensemble de l’année 2021. Un nouveau pacte de convergence doit être discuté par les pays de la Cédéao. Il entrera en vigueur au 1er janvier 2022. L’organisation ouest-africaine s’en explique par le fait que la pandémie entraine des dépenses supplémentaires, ce qui éloigne les gouvernements de l’application des critères notamment sur la dette et le déficit budgétaire.
Dès lors que la convergence ne reprendra qu’en 2022, la monnaie commune est ajournée. En effet, le ministre burkinabè de l’Economie explique dans la presse qu’il faut trois ans de convergence pour envisager le lancement de l’éco, ce qui repousse sa date d’entrée en vigueur à 2025.
Beaucoup d’économistes ouest-africains posent donc une question : ce report de l’éco n’est-il pas surtout un aveu d’échec ? Dans les colonnes du quotidien Sidwaya, l’économiste burkinabé Ousséni Illy souligne les clivages existants entre les pays de l’UEMOA et les autres, en particulier le Nigeria.
