Après l’abandon d’un chantier entamé par le régime de Boni Yayi, un autre nouveau siège de l’Assemblée nationale est en cours de construction à Porto-Novo. La 8ème législature compte inaugurer la partie hémicycle du projet avant de partir.
Une délégation de parlementaires conduite par le président Louis Vlavonou l’a rappelé à l’entreprise chinoise chargée de la construction de l’ouvrage lors de sa descente sur le chantier mardi dernier, a appris le correspondant de TogoNyigba à Cotonou.
En effet, il est constaté un retard dans les travaux, révèlent les médias locaux. Prévu pour être livré dans 30 mois après son lancement le 1er avril 2021, l’ouvrage sera probablement prêt un peu plus tard. Mais les raisons de ce retard sont évoquées par les responsables en charge du chantier. « Nous sommes très optimistes sur le déroulement de l’opération »
Actuellement, le taux d’exécution est de 22% pour un temps consommé évalué à 54%.
Le patron de la Société immobilière et d’aménagement urbain (Simau), maître d’ouvrage délégué du projet trouve que cette lenteur n’est pas liée au financement. Les raisons sont notamment, le retard dans la mobilisation du matériel adéquat et du personnel qualifié, la mauvaise coordination des études, les problèmes de communication et les effets de la pandémie de la Covid-19 selon Moïse Achille Houssou. « Aujourd’hui, après plusieurs séances de cadrage et plusieurs médiations au haut niveau, les travaux ont pris un nouvel élan et nous sommes très optimistes sur le déroulement de l’opération», assure t-il par ailleurs.
Le président du parlement est aussi rassuré. » J’espère que demain sera meilleur à aujourd’hui » (Louis Vlavonou, président de l’Assemblée nationale). « Aujourd’hui, nous avons compris que tout a été aplani. Avec Simau, tout a été pratiquement réglé et je crois qu’il y a une synergie d’actions entre tous les acteurs qui interviennent sur le chantier de façon à ce que pour le moment, nous n’avons plus d’inquiétudes. J’espère que demain sera meilleur à aujourd’hui de sorte que le retard accusé soit vite rattrapé pour que tout puisse aller pour le meilleur du monde » a déclaré Louis Vlavonou. Le cabinet d’architecture Kéré et la société chinoise ont aussi fait savoir qu’ils travailleront à respecter le nouveau délai contractuel.
En effet, la livraison de l’ouvrage devrait connaître un retard de 6 mois. Rappelons que les élections législatives pour le compte de la neuvième Législature sont prévues le 08 janvier 2023, faut-il le rappeler.
