Aujourd’hui, le s€xe est la chose la mieux partagée et vendue dans les compositions musicales des artistes et aussi par les réalisateurs de films au Togo. Assainir le secteur musical togolais qui, ces dernières années, connait une monté des contenus à caractère obscène, qui n’est pas sans conséquence sur la population jeune et aussi sur la grande masse consommatrice, sera dorénavant le combat que veut mener le ministre togolais en charge de la culture et du tourisme en collaboration avec Fédération Togolaise de Musique.
Le Ministre a exprimé sa profonde préoccupation face à la prolifération des chansons et des films aux paroles et actes impudiques.
Dans un communiqué signé mardi 06 juin 2023, le Ministre Kossi Gbényo LAMADOKOU a souligné que de tels contenus nuisent aux efforts déployés par le gouvernement pour promouvoir l’éducation aux bonnes mœurs, la citoyenneté et le patriotisme.
Conscient du rôle social de l’art, qui consiste à former, éduquer, divertir et adoucir les mœurs, le Ministre a décidé de prendre des mesures fermes pour mettre fin à ces pratiques dégradantes qui ternissent la réputation de l’industrie musicale et cinématographique togolaise.
En collaboration avec la Fédération Togolaise de Musique (FTM) et les professionnels du cinéma, M. LAMADOKOU a annoncé que des sanctions sévères seront désormais appliquées aux auteurs de ces contenus obscènes. Ces mesures pourraient aller du retrait de la carte du Bureau togolais des droits d’auteur (BUTODRA) et de l’attestation d’artiste ou de cinéaste, jusqu’à la radiation du registre national des artistes, accompagnées d’un refus de tout soutien du ministère.
Le Ministre a également prévenu que les récidivistes pourraient être confrontés à des poursuites judiciaires, conformément à l’article 394 du code pénal en vigueur, qui punit toute personne diffusant ou faisant diffuser publiquement des incitations à des pratiques contraires aux bonnes mœurs, que ce soit par des paroles, des écrits ou tout autre moyen de communication.
Ces mesures s’appliqueront non seulement aux auteurs des contenus obscènes, mais aussi aux producteurs, aux promoteurs, aux managers et aux diffuseurs impliqués dans la production et la diffusion de ces œuvres artistiques répréhensibles.
Le Ministre de la Culture et du Tourisme a souligné l’importance de préserver la richesse culturelle du Togo et de promouvoir des contenus artistiques de qualité qui reflètent les valeurs morales de la société togolaise. Il a appelé tous les acteurs de l’industrie artistique à se conformer aux normes éthiques et à travailler ensemble pour offrir au public des œuvres culturelles qui éduquent, divertissent et inspirent.
Cette campagne contre les contenus obscènes dans l’industrie artistique togolaise marque une étape importante dans la promotion de la culture et du tourisme au Togo. Le Ministre de la Culture et du Tourisme espère que ces mesures dissuasives inciteront les artistes et les professionnels du secteur à prendre leurs responsabilités et à contribuer à l’épanouissement d’une industrie artistique respectueuse et valorisante pour tous les Togolais.
