Les responsables des organisations syndicales et patronales de la presse privée du Togo ont procédé vendredi 14 octobre 2022 à la signature de la convention collective des journalistes dans l’auditorium de l’Université de Lomé, en présence de Akodah AYEWOUADAN, ministre de la communication et des médias. Aujourd’hui, les hommes de médias peuvent s’en réjouir qu’ils disposent enfin d’une convention collective.
La convention collective des journalistes et professionnels des médias du Togo intervient à quelques semaines de la fin du moratoire de trois ans introduit dans le code de la presse et de la communication pour permettre aux différents acteurs de se conformer pleinement aux dispositions régissant la pratique du journalisme au Togo. Ainsi, elle balise la voie à l’opérationnalistion du fonds de soutien et de développement de la presse appelé communément « Fonds de presse » dans le but d’accompagner le secteur pour assurer une formation continue aux acteurs, promouvoir le service d’intérêt général et favoriser une meilleure organisation de la corporation.
En effet, cette convention signée comprend, entre autres, le montant du salaire établi en fonction d’une grille communément acceptée, selon les échelons variables ; le mode de recrutement du journaliste qui en plus des qualifications académiques et professionnelles, est attesté par la délivrance de la carte de presse ; les montants des primes de transport, de rendement ; le profil de carrière et les stages de formation professionnelle.
Le ministre Akodah Ayewouadan, tout en présidant la cérémonie, affirme que la signature de cette convention constitue un point de départ de l’amélioration des conditions de vie des hommes de médias.
« Lorsqu’on parle de la convention collective, l’on parle tout simplement d’un instrument qui va définir de façon plus précise les règles qui vont gouverner les relations entre les patrons dans un secteur d’activité et les salariés. Tout cela, sous le couvert du code du travail autrement dit sans cela il y a pas du vide juridique même s’il y a un existent qui va s’appliquer. Que l’avènement de cette convention collective sectorielle puisse être le point de départ de l’amélioration de la condition de vie de tous les acteurs de ce secteur. Il s’agit d’un point de départ qui exige de chacun d’entre nous une disponibilité, une contribution et beaucoup d’humilité face à l’adversité afin que nous continuons à co-construire ce que saura la presse de notre pays demain » a laissé entendre Akodah Ayewouadan, ministre de la communication et des médias.
Cette signature qui intervient au terme d’un processus mis en branle à l’issue des états généraux de la presse tenus à kpalimé en 2014, puis relancé en novembre 2020 avec l’accompagnement du ministère de tutelle, comporte plusieurs grandes lignes. Les négociations entre le patronat à savoir CONAPP, URATEL, PPT, ATOPEL, OPPEL et les syndicats notamment SYNJIT et UJIT ont abouti à un document consensuel de 37 pages comportant 104 articles.
Pour Arimiyao Tchagnao, qui a prononcé son discours circonstanciel, ce cadre juridique est une évolution qui s’impose impérativement. « Qu’on le veuille ou non, cela devrait arriver un jour. C’est pourquoi tous les représentants des organisations patronales associées et engagées dans le processus à la présente signature de la convention collective ont le sentiment d’un devoir accompli pour l’intérêt supérieur d’une presse professionnelle hautement engagée » a indiqué le président du CONAPP.
En acceptant de passer à l’étape de la signature de la convention collective qui va régir les relations de travail entre les professionnels des médias dans le secteur privé au Togo, soulignant Alphonse Ken Logo, il est indispensable que nous manquons un important pas dans le processus de professionnalisation de la presse togolaise. Pour le porte parole des syndicats, Alphonse Ken, ce document signé est le fruit des efforts des syndicats.
Pour rappel, les responsables des organisations syndicales et patronales de la presse privée du Togo ont signé la convention collective des journalistes en présence des membres du gouvernement togolais notamment le ministre en charge du droit de l’Homme et du ministre en charge de l’enseignement primaire et secondaire ; du ministre de la communication et des médias ; du représentant du ministre en charge de la fonction publique et le ministre en charge du développement à la base.

Il est à noter également que la Convention Collective sectorielle signée par l’ensemble des parties prenantes, entre en vigueur dans un an à compter de sa date de sa signature et qu’elle est assortie d’une année de moratoire. Moratoire renouvelable deux fois de suite avant son entrée en vigueur.
