Le gouvernement togolais a défini ses critères de répartition du Fonds d’Appui aux Collectivités Territoriales pour l’année 2021 (FACT2021).
Dans un communiqué de la Convention Démocratique des Peuples Africains en date du 30 octobre passé signé de sa Secrétaire générale, Kafui Adjamagbo Johnson, la CDPA se dit être surprise de cette information apprise sur les médias.
Tout en prenant acte que désormais chaque commune dispose enfin de fonds connus pour réaliser ses investissements, ce parti politique espère que les donations « non affectées », censées couvrir les réalisations effectuées par les communes elles-mêmes ne seront pas des leurres que les maires poursuivront toute l’année sans voir la couleur.
En s’interrogeant sur la pertinence des critères retenus par le Commission de gestion du FACT, la CDPA trouve qu’il est contraire aux règles de gouvernance que c’est l’ANADEB, membre la commission de gestion du FACT qui attribue les donations aux communes et veille à leur bonne gestion et en même temps maître d’ouvrage délégué pour exécuter les projets financés par les dotations octroyés.
Selon le parti de Brigitte Kafui, c’est vraiment intolérable vu qu’il existe d’autres agences que chaque commune mairie peut choisir à sa guise après les avoir mis en concurrence afin de baisser substantiellement les coûts de la maîtrise d’ouvrage délégué dans l’intérêt des populations.

Ainsi, la CDPA invite aussi à plus de vigilance les représentants des communes au sein des instances de décision du gouvernement à défendre les intérêts populations.
