Ancien ministre des Droits de l’homme et de la Promotion de la démocratie pendant la transition politique en 1991-1993, ancien responsable de l’Union des Forces du Changement (UFC) -parti duquel il avait démissionné en 2012- l’avocat Djovi Gally inscrit au barreau de Lomé, connu pour sa passion envers le droit des Hommes et la démocratie est décédé hier mercredi en Allemagne. Il avait 67 ans.
Né le 6 octobre 1955 à Lomé, l’homme s’est engagé très tôt dans la politique en se distinguant dans le combat pour les droits de l’homme et la démocratie au Togo du temps du règne de feu Gnassingbé Eyadema.
Grand défenseur des libertés, ce grand citoyen fait partie de ceux-là qui avaient semé les graines de la lutte démocratique au Togo dans les années 90 où le Rassemblement de Peuple Togolais (RPT) était le Parti-État.
Promoteur de l’Association pour la promotion de l’État de droit (APED) créée le 5 Octobre 1990, il avait aussi intégrant plusieurs autres associations de défenseurs des libertés notamment l’Observatoire panafricain de la démocratie (OPAD), basé à Lomé.
Depuis que Djovi Gally s’est engagé dans la vie publique, il a incontestablement cherché à faire avancer la justice, l’Etat de droit, les libertés. Il n’a pas hésité à rompre parfois avec des mouvements dans lesquels il s’était engagé, mais dont il ne partageait plus les orientations.
Resté loin de la scène politique togolaise depuis un bon bout de temps Djovi Gally a été fait Officier de la légion d’honneur française en 2016.
