Togo/ 3ème cycle de l’EPU : un atelier de validation marquant la fin du processus d’élaboration du rapport national

Au Togo, une cérémonie de clôture de l’atelier de validation du rapport national au titre du 3 ème cycle de l’Examen Périodique Universelle (EPU) a eu lieu en début de ce week-end à Lomé pour marquer la fin du processus d’élaboration du rapport national. Il (rapport national) est élaboré selon une méthodologie participative et inclusive avec la participation de toutes les parties prenantes notamment le gouvernement, les institutions de la république, les organisations de la société civile, les médias, les services déconcentrés et les collectivités locales.

Selon le directeur de la législation et de la protection des droits de l’homme au ministère, Akpaou Abdou Gafaou, cet atelier consiste à valider le processus démarré quelques mois déjà. « Le Togo est dans un processus d’élaboration du rapport au titre du 3 ème cycle de l’examen périodique universel. C’est un rapport qui est élaboré selon une méthodologie participative et inclusive avec la participation de toutes les parties prenantes à savoir le gouvernement, les institutions de la république, les organisations de la société civile, les médias, les services déconcentrés et les collectivités locales. Le rapport a été conduit selon ce processus à travers des ateliers régionaux et nationaux sur toute l’étendue du territoire. Nous sommes à la phase finale, il s’agit concrètement pour l’atelier de 2 jours qui s’est déroulé de valider maintenant sur le plan national, le processus que nous avons commencé depuis quelques mois » a laissé entendre Akpaou Abdou Gafaou, le directeur de la législation

Pour sa part, Épiphanie Houmey-Eklu, chargé de programme gouvernance au PNUD livrant le message Aliou Mamadou Dia, le représentant résident du PNUD au Togo, l’Examen Périodique Universel a fait ses preuves et de surcroît c’est un document consensuel qui met en relief la situation des droits de l’homme.

Une chose est de produire un rapport national a-t-elle poursuivi, de prendre part aux délibérations du conseil des droits de l’homme, de recevoir les recommandations, de les analyser et de formuler les observations requises mais une autre est de poursuivre sans relâche les actions concernées pour respecter, protéger et réaliser les droits de l’homme.

Plusieurs efforts notamment amélioration du cadre normatif et institutionnel, l’adoption des politiques des programmes et leurs mises en œuvre ont été fait par le gouvernement pour l’amélioration des droits de l’homme. Cet atelier de deux jours vise à valider les détails par les plus hautes autorités du pays.

Rappelons que la suite du processus est de finaliser et déposer le rapport devant le conseil des droits de l’homme qui est l’organe qui examine les états. Le rapport du Togo est programmé pour être évalué en janvier 2022.
