À force de trop se disperser et de verser dans des règlements de comptes mesquins et sélectifs, les juntes militaires donnent l’impression de vouloir les transitions en longueur non pas pour l’intérêt des peuples, mais pour des bénéfices personnels.
En Guinée, l’opposition rompt le silence et demande au colonel Mamady Doumbouya de s’engager clairement sur la façon dont il entend conclure la transition, entamée avec son coup d’État de septembre 2021. Presque aussitôt, le colonel a annoncé, pour le 23 mars, des assises nationales. Ce réveil de l’opposition marque-t-il véritablement la fin de l’état de grâce pour la junte ?
Il faut bien convenir que l’opposition semblait quelque peu gênée, dans l’embarras, pour critiquer cette junte, dont elle avait applaudi le putsch, en banalisant la répression des forces spéciales que dirigeait le colonel Doumbouya, sous Alpha Condé, avec des dizaines de morts parmi ses propres militants. Cette unité était bel et bien l’arme principale de répression du régime déchu contre les opposants.
Depuis, l’on en était à se demander si cette opposition, superbement ignorée par la junte, n’était pas tout simplement éteinte. Visiblement, elle vit encore. Entendre ces leaders de l’opposition qui s’étaient effacés devant Doumbouya émettre des exigences et proférer des menaces est donc loin d’être banal. Leur reste-t-il des moyens humains pour mettre leurs menaces à exécution ? Nul n’a oublié que la foule sans nombre qui acclamait le colonel dans les rues de Conakry est exactement la même qui, des mois durant, s’était opposée au troisième mandat d’Alpha Condé.
Pour reprendre, contre le colonel, les manifestations qui déstabilisaient naguère le régime Condé, ils devraient s’assurer de la disponibilité de ces foules, désorientées par la versatilité de leaders qui les voulaient laudateurs hier, et les veulent détracteurs, aujourd’hui.
Les assises nationales que promet la junte ne suffiraient-elles pas à calmer les opposants ?
D’une junte à l’autre, ce sont les mêmes assises nationales que l’on organise, exactement comme l’on tenait, en d’autres temps, une conférence nationale. Ce n’est pas très original. Et le contenu des assises est indéfini. Certes, au bout de ces palabres, on promet le salut aux Guinéens !
Mais, tout cela ne trahit pas moins une désolante indigence d’imagination, de la part des militaires ouest-africains. C’est ici que l’on réalise, avec nostalgie, la chance extraordinaire qu’ont eue les Ghanéens avec J.J. Rawlings et ses idées simples, mais limpides. Ou la chance inouïe des Voltaïques, avec un Thomas Sankara qui avait réfléchi à tout ce qu’il désirait de bien pour son peuple, avant même d’engager, avec Lingani, Zongo et Compaoré, leur coup d’État. Plus près de nous, Paul Kagamé n’a pas attendu d’avoir pris le pouvoir, pour explorer la destinée enviable qu’il désirait pour son peuple. Sans un projet politique consistant, se saisir du pouvoir par les armes relève de l’expérimentation hasardeuse.
Ces assises sont perçues par certains opposants comme pour une manière de gagner du temps, pour prolonger la transition.
Cela reste possible. Mais la durée de la transition ne devrait pas susciter autant de psychodrames, avec la Cédéao en arbitre discutable. Si l’on accepte les coups d’État, alors, on peut aussi accepter que les putschistes prennent le temps d’achever le travail, pour mettre la nation sur des bases solides pour l’état de droit, la démocratie et le développement, et pour ne pas devoir revenir. Cela ne devrait pas être un sujet de marchandage.
Par contre, l’on est quelque peu perplexe, lorsque les putschistes occupent leur temps et leur énergie durant cette transition à des affaires de résidences indûment acquises par tel ou tel, donnant cette impression gênante d’improvisation, de divagation, avec des objectifs changeants et des préoccupations dérisoires, au regard des vrais problèmes d’une nation.
