Burkina Faso : Interdiction de la vente de certains engins motorisés dans les zones à fort défi sécuritaire pendant 6 mois
Le Conseil Constitutionnel a donné un «avis favorable à l’adoption par le Conseil des ministres du projet d’ordonnance portant interdiction de circulation d’engins motorisés dans les zones à fort défi sécuritaire». Il a marqué son accord dans un communiqué publié le mercredi 29 juin 2022. Cette décision avait été prise lors du dernier conseil de défense, dans le cadre de la lutte contre le terrorisme.
Dans un communiqué publié le mercredi 29 juin 2022, le Conseil Constitutionnel a marqué son accord concernant « l’adoption par le Conseil des ministres du projet d’ordonnance portant interdiction de circulation d’engins motorisés dans les zones à fort défi sécuritaire ». En effet, le 22 juin dernier, les ministres burkinabè en charge du Commerce, des Finances et du Transport avaient conjointement signé un arrêté sur la suspension de la vente des motocyclettes de marque « Aloba » pour une durée de 6 mois renouvelable.
« Les motos de marque Aloba » et de même type sont interdites de commercialisation et de vente sur toute l’étendue du territoire national à compter du 22 juin 2022 et pour 6 mois renouvelable », ont-ils décrété.
Cette mesure vise, selon eux, à réduire la mobilité des groupes armés terroristes.
Dans leur déclaration, ces ministres ont invité les commerçants ayant encore en leur disposition des stocks ou des commandes de ces types de moto, à les déclarer auprès du ministère du Commerce et ses démembrements, dans un délai de 30 jours, à compter de la date de signature dudit décret.
Toutefois, ils ont précisé que les manquements aux dispositions du présent arrêté seront sanctionnés conformément à la réglementation en vigueur.
Ajoutant que « les agents des services habilités pour le contrôle et l’application du présent décret ont accès à tout entrepôt, en vue d’identifier et saisir les motocyclettes visées par le décret ».
Le vendredi 24 juin 2022, soit deux jours après l’arrêté conjoint, le lieutenant-colonel Didier Yves Bamouni, Commandant du Commandement des opérations du théâtre national (COTN) avait annoncé l’interdiction de circulation des motos à deux roues et les tricycles. Cette mesure concerne 8 régions notamment celle de la Boucle du Mouhoun, des Cascades, du Centre-Est, de l’Est, du Nord, du Centre-Nord, du Sahel et des Hauts-Bassins pendant 3 mois. De son avis, cette mesure viserait à « réduire les capacités opérationnelles » des terroristes.
