Au moment où nous célébrons le 62ème anniversaire de l’indépendance de notre pays, je voudrais, avec vous, rendre grâce à Dieu pour ses bienfaits tout au long du chemin que nous avons parcouru depuis le 27 avril 1960.
Je rends hommage aux héros de l’indépendance : ces hommes et femmes, célèbres ou moins connus, qui ont chèrement payé le prix de notre liberté.
Nous resterons reconnaissants à l’endroit de toutes les figures, courageuses et patriotes, qui se sont battues pour l’avènement d’un Togo libre et indépendant.
Leur sens du sacrifice nourrit notre engagement à poursuivre résolument l’œuvre de construction de la Terre de nos aïeux, à promouvoir son rayonnement et à préserver la cohésion sociale.

Depuis maintenant deux ans, l’irruption de la pandémie de la Covid19 a considérablement perturbé nos vies sur les plans sanitaire, économique et social.
Je voudrais réitérer mes sincères condoléances aux familles qui ont perdu des parents ou des proches, et souhaiter une prompte guérison à ceux qui malheureusement sont encore malades.
Je voudrais aussi remercier tous nos compatriotes qui se sont fortement mobilisés pendant cette crise pour gérer et contenir la pandémie ; en particulier les personnels de santé sur toute l’étendue du territoire, les membres du comité de riposte, le conseil scientifique, les médias et les acteurs de la société civile.
Je suis convaincu que les nombreuses appréciations positives que nous avons reçues pour la gestion de la pandémie sont aussi dues aux mesures innovantes que nous avons prises, et aux valeurs de concertation, de discipline et de solidarité auxquelles nous sommes toujours attachés.
Les statistiques de contamination qui s’améliorent depuis quelques semaines nous encouragent à maintenir notre constante vigilance, en cohérence avec nos ressources et nos valeurs.
Nous devons désormais rester attentifs, et apprendre à vivre avec le virus, en poursuivant la campagne de vaccination et en respectant les mesures barrières.

Le monde traverse une conjoncture marquée par une superposition de crises d’une ampleur jamais égalée.
Cette situation, exacerbée par la guerre en Europe et ses conséquences, se traduit notamment par la dégradation de l’économie mondiale.
Elle est particulièrement ressentie sur les prix des produits de première nécessité et des produits pétroliers, et entraîne un risque majeur en matière de sécurité alimentaire.
Aux plans régional et sous-régional, le terrorisme et l’extrémisme violent mettent à rude épreuve la quiétude des populations et la stabilité des États.
Une prise de conscience collective, quant aux causes et conséquences de ces fléaux, est nécessaire, pour que nous travaillions, tous ensemble, à la recherche de solutions durables.
Au plan national, l’attaque terroriste de Sanloaga, dans la préfecture de Kpendjal, repoussée par nos forces de défense et de sécurité, a confirmé la nécessité de poursuivre nos efforts pour éradiquer ces menaces.
Je salue donc l’action déterminante de nos armées qui défendent nuit et jour l’intégrité de notre territoire et assurent la sécurité des personnes et des biens.
Je m’incline devant la mémoire de nos braves soldats qui ont perdu la vie dans l’exercice de leur mission, notamment au Mali. Je voudrais redire notre compassion et notre solidarité à leurs familles et à leurs frères d’armes.

Malgré la conjoncture difficile, notre pays affiche un taux de croissance économique de 5,3% pour l’année 2021. Cette performance encourageante confirme que nous devons continuer de nous appuyer sur les forces de notre économie mais aussi sur des mesures sociales innovantes et inclusives.
La transformation structurelle de notre agriculture reste un pilier essentiel de notre politique de développement. Elle sera poursuivie par la création, à la fin de l’année, d’une agence de transformation agricole, et par la restructuration et l’accroissement des capacités d’intervention du mécanisme incitatif de financement agricole (MIFA).
Une attention particulière est accordée à la mécanisation et à l’irrigation, pour augmenter la productivité et les rendements agricoles.
Ainsi, au regard des tensions dans les circuits d’approvisionnement mondial, le gouvernement a d’ores et déjà pris toutes les mesures pour assurer la disponibilité et l’accès des producteurs aux engrais à des prix subventionnés.

Le Togo a adopté une stratégie dénommée Stratégie Togo Digital 2025 reposant sur trois axes et visant une transformation digitale pérenne.
Elle permettra notamment de faciliter les interactions de l’administration publique avec les citoyens par la numérisation progressive des procédures et des formalités.
Cette option requiert des investissements importants dans l’amélioration de nos infrastructures numériques et de la connectivité au réseau mondial.
Grâce au dynamisme de notre pays, nous avons récemment accueilli l’atterrissement du câble sous-marin Equiano.
De même, le ciblage des services dédiés aux populations en situation de vulnérabilité sera constamment amélioré, pour faciliter les interventions sociales de l’État.
